For UI drawing I think vector based drawing program will be easier to work with. I personally like
Inkscape
quite a lot. It's not as powerful as Illustrator, but it's pretty capable and also free.

Yeh, GIMP is very good for complex things.
Drawing circles can be done easily with selections.
And, drawing lines is done with any tool, by pressing SHIFT+LEFT CLICK(Or it might be CTRL:))
